Flaker tracker should be enabled only on:
- film pages
- actor / director pages
- reviews
- short reviews
- forum posts

All other pages (including dashboard, editing pages, prov messages, etc) should not be tracked.

Implemented as a new module with a @flaker_tracker decorator for views
